DD6 Board of Directors
Jefferson County Drainage District No. 6, also known as DD6, is governed by a 5-member Board of Directors appointed by the Jefferson County Commissioners Court each serving a 4-year term. This 5-member board then appoints a General Manager who oversees the operations of DD6.
Joshua W. Allen, Sr.
Joshua W. Allen, Sr. has served as a member of the Jefferson County Drainage District No. 6 Board of Directors since his appointment in 1981 and has presided over the board in the position of President since 2013. With nearly forty years of experience in construction development and operations management, Josh is exceedingly qualified to handle all phases of development and management. He is extremely involved in the day-to-day management of properties and very sensitive to details. His experience exemplifies integrity, performance excellence, and quality. These personal commitments have contributed to the success of the strategic oversight necessary to facilitate all activities throughout the District. Josh is a CAM (Certified Apartment Manager), CAPS (Certified Apartment Property Supervisor) CAMT II (Certified Apartment Maintenance Technician II), and NAHP (National Assisted Housing Professional) executive. He has served twenty-nine years on the board of directors of the Texas Apartment Association, served six terms on the Executive Committee, and served as President for the 2007-2008 term. Locally Josh has served three times as president of the Apartment Association of Southeast Texas.
Bernie Daleo
Bernie was appointed to the Jefferson County Drainage District No. 6 Board in 2017 by Commissioner Eddie Arnold. He brings extensive knowledge of insurance, risk management, and finance coupled with customer service experience to the Board. He has been a licensed multi-line insurance professional since 1997, giving him a vast understanding of general liability, property and casualty, and group health benefits. He has been a settlement consultant since 2000 and has grown to become one of the nation’s most accomplished settlement planners, helping clients navigate the entire settlement process. He is a licensed annuity broker in eight states and routinely speaks on the use of structured settlements and trusts at legal seminars. A lifelong resident of Beaumont, where Bernie currently resides with his wife Stephanie and their four children; Giuliana, Tripp, Mary Olivia, and Avery. A devout Catholic, Bernie and his family are members of St. Anne Catholic Church. He is a graduate of Lamar University where he also served on the Lamar University Alumni Advisory Board and is a member of the President’s Circle. He has been a member of the Chancellor’s Century Council at Texas A&M University since 2018. Bernie volunteers for and has served on the board of many civic organizations and has served as President of the Neches River Festival.
Charles Chuck Guillory
Chuck Guillory was appointed to the Board of Directors as a director on October 13, 2010 and appointed to Secretary of the Board on April 25, 2017.
Anthony Malley III
Tony Malley assumed his duties in April 2020 as a Board of Director.
Tony owns and operates a law firm and real estate company based in Jefferson County. In his law practice and business, Tony handles land acquisitions and sales, leases of land and improvements, pipeline right of way negotiations, contracts, insurance coverage, title policies and schedules, easements, appraisals and oil, and gas. Over the years he has represented clients in business disputes, contract disagreements, labor and employment law, construction conflicts, personal injury, and most every other matter related to business operation. Tony has experience with budget planning, construction bids and estimates, project planning, and review of financial records.
Charles Chuck Kiker III
Chuck Kiker was appointed to the Board of Directors as a director on October 28, 2020.
Doug Canant
Doug S. Canant, Jr., PE, RPLS, has been the District Engineer for Jefferson County Drainage District No. 6 since 1999 and now he is retired of that position to become Chief Operating Officer. Prior to starting with Drainage District No. 6, Doug was the Assistant Engineer for Jefferson County, Texas and a Project Engineer at Howell and Davis Consulting Engineers in Beaumont. Doug holds a Bachelor of Science Degree in Civil Engineering from Lamar University-Beaumont, where he was recognized as Outstanding Civil Engineering Senior in 1987. Doug is a Registered Professional Engineer, a Registered Professional Land Surveyor, and a Certified Floodplain Manager. The Texas Society of Engineers, Sabine Chapter, recognized Doug as Young Engineer of the Year in 1996 and Engineer of the Year in 2011.
